BASIC FUNCTION:
Senior level professional position responsible for managing large, complex and high priority IT projects and programs.
PRIMARY DUTIES/RESPONSIBILITIES:
1. Responsible for leading large and complex projects and programs from the original concept through final implementation utilizing established PMO (Project Management Organization) guidelines and procedures. .
2. Prepares and initiates documents providing cost analysis, scope, benefits and resource allocation to management.
3. Leads the team through the planning phase including feasibility, project management planning, and requirements.
4. Provides consulting services to client management and other IT departmental staff to properly define and understand project requirements.
5. Leads the project team through the design, development, test, and implementation phases of the project. Provides input on evaluation of the performance of assigned employees.
6. Prepares project work plans, assigns necessary internal or contract staff and reviews project design and analysis to ensure client requirements are met. Provides cost and time estimates to management for proposed or assigned projects to assist in determining current and future staffing requirements.
7. Develops and manages project budgets to ensure budget adherence.
8. Monitors project activity to ensure system, quality and programming standards are adhered to, financials are tracked and completion dates are met and desired results are achieved.
9. Reports to management on plans, projects, performance of project team, and other related matters for use in budgeting and resource allocation.
10. Manages risk by routinely identifying, assessing, and developing mitigation plans for events that could impact the success of the project and program.
11. Manages changes on the project through the change control process.
12. Works with application support groups to ensure appropriate transition of project activities into support.
13. Ensures compliance with IT Project Office policies, procedures, and standards to ensure proper administration of activities.
14. Provide mentoring and coaching to lower level project managers and staff and acts as a backup Project Manager to their projects.
15. Assist with the development and monitoring of functional area budgets to ensure efficient utilization of resources.
16. Recommends staffing levels to ensure proper administration of activities. Selects, develops, motivates and evaluates the performance of assigned employees.
17. Performs other related duties as required.
MINIMUM REQUIREMENTS:
EDUCATIONAL/EXPERIENCE LEVEL:
1. Bachelor’s degree in Strategic Management, Management Information Systems (MIS), Business or a related field and six years related experience in business project management design, development and implementation; or
2. A general educational knowledge acquired through a high school diploma or a General Equivalency Diploma (GED) and eight years of related experience in business project management design and implementation.
3. Project Management Professional (PMP) certification preferred
COMMUNICATION SKILLS:
Requires the ability to communicate, persuade and/or influence internal and/or external customers at a high level such as senior management on matters of a technical and/or complex nature.
NUMERIC SKILLS:
Requires the ability to perform to perform algebraic, trigonometric and geometric operations and/or moderately complex statistical and/or accounting methods.
COMPUTER SKILLS:
Requires advanced knowledge of various software applications and multiple technologies to create documents, reports and/or graphics.
